Squareabout / East Street Flooding: Work to Commence Early in 2021

Residents may recall that in July 2018 the BRA submitted a petition on behalf of and supported by the village to Surrey County Council (SCC) to resolve the long standing issue of the extensive flooding at the junction of the Squareabout and East Street. The petition was accepted and since then there has been much exploratory work by SCC and utility companies to determine the root causes and what the resolution work would be.

Today (20th November) we have been advised via our Councillors Nancy Goodacre and Clare Curran that SCC is to commence construction work to resolve the flooding and the works will  commence early in 2021.

Obviously there will be a short term disruption to the village centre but this is good news that this long running flooding saga will finally be over and thanks goes the Bookham Flood Forum team who have kept up the pressure on SCC and utilities to resolve. 

Traffic Control Measures

As there will be excavation works to renew drainage and other affected utilities at the junction traffic control measures will be in place on the Lower Road and Church Road in the centre of Bookham. We believe that the works will be in the order of two weeks but the Temporary Road Closure Order  covers a longer period to allow for any contingencies that may arise. 

Details of the Temporary Road Closure Order issued by SCC are below. 

D265 Lower Road, D2536 Church Road and D2536 High Street, Bookham – Temporary Prohibition of Traffic Order 2020

Surrey County Council propose to make the above mentioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984 the effect of which will be to prohibit all traffic (including pedestrians) from entering or proceeding in:

a) That length of D265 Lower Road, Bookham that extends from its junction with D2536 Church Road and D2536 High Street, Bookham i) to its junction with D2549 Eastwick Road; and ii) for distance of 20m in a south-westerly direction.

b) That length of D2536 Church Road, Bookham that extends from its junction with D265 Lower Road, and D2536 High Street, Bookham for a distance of 80m.

c) That length of D2536 High Street, Bookham that extends from its junction with D265 Lower Road and D2536 Church Road for a distance of 20m. This Temporary Traffic Order is required to enable drainage improvement works to stop major flooding in front of the church and bus stop and/or highway maintenance works on behalf of Surrey County Council.

These works are anticipated to be carried out as soon as possible within the 18 month period of operation of this Temporary Traffic Order which commences on 1 December 2020. Advanced warning signs will be displayed and the temporary closure which is anticipated to be required for 24 hours each day, will only operate when the relevant traffic signs are displayed. Access for pedestrians and; dismounted cyclists and equestrians will be via the pathway through St Nicolas Parish Church.

Access for emergency vehicles, residents and businesses on the affected lengths of road described in parts a) and c) to this notice, will be via Lower Road, Eastwick Road, Leatherhead Road, Guildford Road, Rectory Lane, Little Bookham Street and Church Road. Any vehicle found to be obstructing the highway during these works will be removed to a suitable location outside the limits of the works after all reasonable methods have been undertaken to identify and contact the vehicle’s owner.
